This is the 18th year of Library Council. Library Council (LC) was instituted for the purpose of providing leadership. LC is now limited to third and fourth graders. In 2016-17, a BCE Student Council was initiated with third, fourth and fifth grade representatives. Therefore, since Student Council continued for 2017-18, Library Council third and fourth graders will help to amend the constitution to reflect the necessary changes.

Constitution ARTICLE ONE: Organization The name of this organization shall be the Barton Creek Elementary Library Council herein after called Council or "LC".
ARTICLE TWO: Purpose Purpose of Library Council: Provides leadership positions Familiarizes students with student government Promotes reading Promotes library-related service
ARTICLE THREE: Members Section 1: Students in grade three, four, and five are eligible for membership. Section 2: The members of Council shall be representatives elected by their Language Arts or Home Room class. Section 3: The Sponsor and Principal of BCE shall be the final authority on all actions of the Council.
ARTICLE FOUR:Representatives Section 1: A student who wishes to be a candidate for Library Council shall: Be a good citizen in school Relate well to other students and adults Section 2: Each Language Arts Class in Grades 3, 4, 5 shall: Permit two or more students to be candidates for election. Interested students shall self-nominate. Section 3: Election of Council representatives shall take place after the election of officers. Section 3a: The students receiving the majority of votes shall be declared the representatives. Four students (preferablytwo girls, two boys) shall be elected.
ARTICLE FIVE: Officers Section 1: The Officers shall be President, Vice-President, two Secretaries, Treasurer, and Sergeant-at-Arms Section 2: Two or more fifth grade students shall self-nominate for each office. Section 3: The Officers shall: Be fifth grade students Be willing to complete at least one service hour Attend meetings at least twice a month outside of school time Participate in planning LC agendas Section 4: The term of office for all Officers shall be one year.
ARTICLE SIX: Meetings Section 1: Library Council meetings shall take place at least twice a month. Section 1a: LC meetings will follow an agenda. Section 1b: Additional agenda items may be added at LC meetings by a majority vote of Council. Section 2: A quorum (half of LC+1) needs to be present at a meeting for any Council action to take place. Section 3: At least two days after each Council meeting Representatives shall conduct a class meeting to share highlights of the LC meeting.
ARTICLE SEVEN: Meeting Rules Section 1: Each representative shall have one vote. Section 2: All motions require a second. Section 3: Authority: Roberts Rules of Order Revised Section 4: Any action of the Library Council is not official until approved by the Sponsor.
ARTICLE EIGHT: Committees Section 1: The standing committee shall be Executive. Section 2 The Executive Committee shall be Officers, and the Librarian/Sponsor. Section 3: Special Committees may be instituted as needed.
ARTICLE NINE: Attendance Section 1: Representatives are required to attend all luncheon meetings and at least two after-school, unless he/she has an excused absence. Section 2: An absence is considered excused: 2a: If a representative is absent from school. 2b: When the Sponsor is contacted and approves the reason for the absence Section 3 : If an Officer is unable to attend a meeting, he/she needs to contact the Sponsor within two days of the meeting date.
ARTICLE TEN: Exit Process Section 1: Any Officer or Representative may be removed from office for poor meeting attendance, or failure to follow class or school rules.
AMENDMENT: November, 2005 Section 1: A representative who has two unexcused absences shall be given a warning by the Sponsor Section 2: An Officer who has one unexcused absence shall be given a warning by the Sponsor Section 3: After the warning, if there is an additional unexcused absence, the Sponsor shall request a letter of resignation from the LC member AMENDMENT: January 2018 Section 1: Students in grade three, and four are eligible for membership.
